Can't Install AVP2 On Windows 8.1 Desktop

Hey guys i cant seem to get this game to install on my desktop. I comes up with an error such as this "The Remote Procedure Call Failed" now i've tried all compatibility modes and running this in admin too. Any ideas why its not installing??
