There arent X-Eldars they are who ever wants to take upo the task of law inforcement or hunting Bad-Bloods they also join in on the hunt an watch the hunt and can participate in them! lol I'm an Arbitrator but i think they have to reach a sertain point of honor tho to become one....

No, I think that the Arbitors are the law enforcment. I think that if an Elder reaches a certain ammount of honour, they get pr
omoted to hunt for bad bloods and such.

All the places I've heard of the Arbitors it was said that they are elder's who choose to give up hunting from bordom, or some other reason to hunt down and kill bad blood Predators. So I don't think there would be any real difference.
